وقت بیداری در جهان

بنیانگذار و دیکتاتور مذهبی‌ پیشین حکومت اسلامی، روح الله خمینی جمله معروفی در میان طرفداران خود داشت. او خطاب به مردم می گفت: "هرچه فریاد دارید بر سر آمریکا بکشید". خمینی چنین باور داشت که منشاء بسیاری از مشکلات داخلی و بحران های جهانی، به خاطر سیاست های دولت آمریکا است. هم اکنون بایستی جمله وی را به خود او بازگرداند. بنابراین بهتر است گفته شود: در حال حاضر، ریشه بسیاری از بحران های سیاسی و جنگ های داخلی منطقه و حتی برخی ناامنی ها در جهان به خاطر سیاست های پلید حکومت اسلامی است.

بیشتر از دو سال از آزادی جویی مردم سوریه برای پایان دادن به حکومت دیکتاتوری در کشورشان می گذرد و در این مدت ده ها هزار نفر کشته شده اند. اما شوربختانه جوامع بین المللی و حقوق بشری، سکوت اختیار کرده اند. سکوتی که هر روز که از آن می گذرد، ده ها کودک و مردم عادی را قربانی می کند.

در روزهای گذشته که حکومت بشار اسد برای چندمین بار از سلاح های شیمیایی در از بین بردن مخالفان خود استفاده کرد، عده ای از سیاستمداران و مقامات در جهان، اظهار نظرهایی داشته اند. از جمله رئیس جمهوری آمریکا، حسین باراک اوباما، پس از این واقعه گفت: دولت سوریه در حال عبور از خط قرمز است.

اصولا دولت ها و حاکمین با هدف ایجاد امنیت و رفاه برای مردمشان، تشکیل می شوند. حال اگر هر حکومت و دولتی بخواهد برای تنها حفظ خود، مردمش را از بین ببرد، قاعدتا هیچگونه مشروعیتی نخواهد داشت. این حقیقت روشنی است که بایستی به قوانین جهانی حقوق بشر در سازمان ملل اضافه شود.

در مورد حکومت دیکتاتوری سوریه که از ژانویه ۲۰۱۱ اقدام به قتل عام مردم و حتی کودکان کرده است، منصفانه تر خواهد بود که بگوییم؛ از همان ابتدا از خط قرمز گذشته است.

واقعا چه فرق می کند که مردم، چگونه کشته شوند؟ با کارد آشپزخانه سلاخی شوند، به ضرب گلوله مستقیم،‌ طناب دار، یا توسط گازهای سمی از بین بروند؟! یا مثل دهه هشتاد در زندان های ایران که ده ها هزار نفر از دگر اندیشان و معترضینِ حکومت اسلامی به قتل برسند. پس آنچه اهمیت دارد، قتلِ عام آن هاست که این مسئله، خود واضح ترین خط قرمز است. در نتیجه نبایستی فکر کنیم که کشتن بیش از صدهزار نفر از مردم در سوریه تا کنون، خطِ سبز بوده، اما مرگِ حدود چند صد نفر با گاز شیمیایی، یعنی عبور از خط قرمز!

دیکتاتور سوریه، بشار اسد نیز مخالفین خود را تروریست خواند و دلیل نا آرامی های سوریه را فعالیت های گروه های تروریستی مطرح کرد. اگر فرض کنیم که توهم وی واقعیت داشته باشد، یعنی تروریست ها عامل ویرانی سوریه بوده و بیش از یکصد هزار نفر را به قتل رسانده و میلیون ها نفر را آواره کرده باشند، در این صورت طبیعیست که بشار اسد به خاطر بی کفایتی و عدم توانایی در برقراری امنیت، می بایستی از قدرت کناره گیری کند تا افراد شایسته ای آنگونه که مردم این کشور می خواهند، در راس قرار گیرند. اما حقیقت این است که مسئولیت تمامی این جنایات بر عهده رژیم اسد است. در نتیجه انتظار می رود وی به خاطر جنایت علیه بشریت در یک دادگاه جهانی مجازات شود.

در این میان بدتر از همه برخی از مقامات سیاسی حکومت اسلامی ایران، پا به میان گذاشته و به نفع هم-پیمانِ خود، یعنی حکومت اسد، اقدام به دروغ پردازی کرده اند. آن ها می گویند: "استفاده از بمب های شیمیایی توسط مخالفینِ دولت سوریه صورت گرفته است تا به این ترتیب دولت را به خشونت و جنایت متهم کنند". در جاییکه حتی تهیه اسلحه معمولی در مقابلِ مزدورانِ دیکتاتوری اسد برای مبارزین، کار سختی است، چگونه می توان تصور کرد که آن ها به سلاح های شیمیایی دسترسی داشته باشند و آن هم، مردم و نیروهای خودی را برای جنایتکار جلوه دادن دولت از بین ببرند!؟ در حالیکه خشونت و کشتار توسط نیروهای اسد، آنقدر گسترده بوده که دیگر نیازی برای وانمود کردن آن نیست! با وجود عضویت سوریه در کنوانسیون منع استفاده از سلاح های شیمیایی در سال ۱۹۶۸، ولی همچنان دولت این کشور به بهانه موضع گیری در مقابل اسرائیل، حاضر به پذیرفتن پیمان نامه OPCW مبنی بر عدم تولید و نگهداری سلاح های شیمیایی نشده است. این در حالی است که دولت سوریه پیش از این از داشتن زرادخانه سلاح های شیمیایی خبر داده و اعلام کرده بود که هرگز از این سلاح ها در برابر مخالفین داخلی استفاده نخواهد کرد، مگر در مقابل دشمنان خارجی و حمله نظامی کشورهای دیگر.

سوالی که مطرح می شود این است که چرا جامعه جهانی در مقابل نسل کشی در سوریه خاموش است و هیچ بازخورد کارآمدی نشان نمی دهد؟

این سکوت دو دلیل دارد. دلیل اول، یک مسئله حقوقی است به این ترتیب که تنش در سوریه پس از اعتراضات محدودِ مردمی، تغییر مسیر داده و وارد یک جنگ داخلی میان گروه های مخالف و دولت شده است  و متاسفانه طبق برخی از قوانین ناقص و نسنجیده بین المللی، دولت کشوری که دچار جنگ داخلی شده است، حق مقابله با مخالفین خود را دارد. در حالی که اگر از همان نخست توسط مجامع بین المللی به فریاد آزادی خواهی مردم سوریه در مقابله با دیکتاتوری اسد پاسخ داده شده بود، امروز شاهد این فرجامِ تلخ، یعنی مرگ و آوارگی میلیون ها سوری نبودیم.

دلیل دوم که از اهمیت بیشتری برخوردار است، هم پیمانانِ سوریه از جمله ایران، روسیه و چین هستند. به عبارت دیگر روسیه بار دیگر، مقابل آمریکا قرار گرفته است. آن هم با بازیگرانی چون چین و به ویژه حکومت اسلامی ایران.

به نظر می رسد در بازی مرگبار سوریه، آنکه بیشتر از همه سود برده و می برد، حکومت اسلامی ایران است. از یک جهت پس از گسترش فاجعه در سوریه، عملا سرکوب اعتراضات مردمی در ایران کمرنگ جلوه داده می شود و دیگر اینکه، موضوع بحران در سوریه، سبب گردیده تا توجهات جوامع بین المللی موقتا از فعالیت های هسته ای حکومت اسلامی کاسته شده و بررسی ها را به تعویق بیاندازد. 

حکومت اسلامی ایران به خاطر حفظ منافع خود از هیچ تلاشی فروگذار نیست. از اخبار کذب و تبلیغات دروغین به نفع رژیم اسد گرفته تا ارسال تجهیزات جنگی، نیروی انسانی و جاسوسی. بنابراین می توان گفت حفظ رژیم اسد در مقابل مخالفین، بر عهده حکومت اسلامی ایران است که اجرای آن توسط سپاه پاسداران و سازمان های وابسته به آن، انجام می گیرد. 

سودجویی های حکومت اسلامی ایران بیش از صدهزار کشته، هزاران تن زخمی و آوارگی چند میلیون نفر از مردم به ویژه کودکان را در سوریه بر جای گذاشته است.

سرمنشاء بسیاری از بحران ها و عملیات های تروریستی در جهان و دامن زدن به جنگ های داخلی به خاطر نفوذ حکومت اسلامی و اهداف شوم آن هاست. به این خاطر باید با تاکید گفت حکومت اسلامی ایران یا بهتر بگوییم؛ حکومت ضد انسانی ایران، خطرناک تر از بمب اتم است و این یک هشدار به همه ملل جهان است. 

برگردیم به موضوع پروتُکل ۱۹۲۵ مبنی بر منع استفاده از سلاح های شیمیایی که پس از ساخت و استفاده آلمان ها در جنگ جهانی اول صورت گرفت. متاسفانه با گذشت نزدیک به یک قرن، هنوز این پروتکل کاملا به اجرا در نیامده است.  

بین سال های ۱۹۶۱ تا ۱۹۷۱ آمریکا در جنگ ویتنام از هزاران تن مواد شیمیایی نارنجی برای مقابله با "ویت کنگ‌ها" استفاده کرد که هنوز برخی از نوزادان، با اندام ناقص به دنیا می آیند. یا دولت پیشینِ عراق که به مدت چهار سال از ۱۹۸۴ تا ۱۹۸۸ با به کارگیری انواع سلاح های شیمیایی باعث مسمومیت و مرگ بیش از ۱۰۰ هزار نفر ایرانی گردید و در ۱۹۸۸ برای سرکوب مناطق کرد نشینِ شمال عراق، با استفاده از بمب شیمیایی در حلبچه باعث مصدومیت و مرگ بیش از پنج هزار نفر از مردم خود شد. و امروز هم نیز شاهد به کارگیری سلاح های شیمیایی توسط رژیم سوریه هستیم. گرچه در سال ۱۹۹۷ کنوانسیون خلع سلاح های شیمیایی، پروتُکل ۱۹۲۵را تکمیل کرد، اما تا کنون اجرای آن فراگیر نشده است. 

اساسا طرح منع استفاده از سلاح های شیمیایی به این خاطر مطرح گردید که این نوع سلاح ها می تواند باعث مصدومیت و مرگ افراد بیشماری شود. حال سوال این است که تکلیف دیگر سلاح های کشتار جمعی چه می شود؟ مثل سلاح های اتمی، بمب های خوشه ای، یا سلاح های جدید صوتی و سلاح های رباتیک و هوشمند که قادرند در کوتاه ترین زمان، بیشترین انسان ها را قربانی کنند. پس وقت آن رسیده که سازمان ملل آماده شود تا ده ها طرح خلع سلاح های کشتار جمعی را مطرح و به امضای به ویژه کشورهای سازنده، در آورد و حقیقتا برای اجرایی کردن آن ها بکوشد.

        The founder and the late leader and dictator of Islamic regime of Iran, "Ruhollah Khomeini" had a famous dictum that he addressed to his followers: “Direct your rage against America and shot your slogans against it.” Khomeini believed that the roots of Iranian internal and external problems goes back to the American policy. Today it is better to turn back he’s slogan to him. It is a fact that  dirty politics of the Islamic  regime are responsible for most of political crisis, regional war and in securities.  

More than two year have passed since the beginning of the Syrian movement against tyranny. During the period tens of thousands of people have been killed. Unfortunately, the international community and human rights agencies have remained silent. Silence as such results in more and more casualties. During the past few days that "Bashar Assad" used chemical weapons against people, some politicians and statesmen engaged in discussions and issuing political statements. The US President, Mr."Hussein Barak Obama" mentioned that the Syrian government is passing the red light. In principles, governments are formed for the welfare of their people.  A government loses its legitimacy, if it turned against its people. This is a self-evident fact that should be added to the international human rights legislation.

As is well known, the Syrian government has initiated extermination of people including children, since January 2011. It is more accurate to mention that Syrian government has passed the red line from the very beginning.

Syrian dictator, Bashar Asad also called his opposition terrorist and posed the activities of terrorist groups as the reason of Syria's unrest situation. 

If we assume that his illusion is real and they caused the death of more than hundred thousands and displacing of millions of people, it is natural that Bashar Asad must steep down due to his incompetence and inability of security and let competence persons come on the power with the decision of Syria's people.  

But the fact is that Asad's regime is responsible for all the massacre. It is expected to punish him in a World Court, because of his crimes against humanity. 

Is it important that people be killed by this or that method? What is the difference between killing by kitchen knife, bullets, hanging ropes or poisonous gases? During 1980s, tens of thousands of Iranian political prisoners were massacred by various means mainly hanging. Massacre, whatever shape it takes, is itself a kind of passing the red line. It is wrong to consider the killing of few hundred people by chemical weapons passing through red line and massacres of more than 100,000 people passing through green light.

In this juncture, some high ranking authorities in Iran have jumped on the band wagon to fabricate soft stories  to the benefit of Assad regime. They declare that the use of chemical weapons have been done by anti-government’s forces in Syria in an attempt to attribute murder and violence to the  Assad’s  regime!

In a condition that it is difficult for oppositional forces to obtain conventional weapons, how can they get access to sophisticated chemical weapons? And how can they use them against their own forces and people? Assad forces have involved themselves in people’s extermination on a massive and widespread scale. This has been such an open and ongoing involvement that is self-evident. Despite membership in the UN Convention against the Use of Chemical Weapon (1968), the Syrian regime has accepted to stop production and storing of chemical weapons. This reluctance is justified  in the name of defense against Israel. It has shown no respect for the recommendations of Organization for the Prohibition of Chemical Weapons (OPCW). The Syrian government had already confessed about having arsenals of chemical weapons with the commitment not to use them against domestic opposition.

In the circumstances, it is surprising that international community does not show adequate reaction against mass annihilation. There are two possible reasons for this silence and inaction.  The first apparent reason comes from the fact that tension in Syria has led to a civil war and, according to some halfhearted international norm, the Syrian regime has the right to react against its oppositional forces during the civil war. If the community had reacted against the suppressive policies of Assad's regime, we would have avoided the murder and dislocation of million Syrian people. The second reason goes back to the Syrian allies such as Iran, China and Russia. As is well known, in any international measure, Russia stands against the USA. China has emerged conspicuous in the game of death and misery in Syria. In this juncture, the Islamic regime of Iran emerges as the main winner.

The continuation of war and destruction in Syria has overshadowed the suppressive policies of the Iranian regime. It has distracted international attention form calling Iran into account for its nuclear programs. These have provided the Islamic regime with a golden opportunity to continue with its psychological war in favour of Assad’s regime with sending spies, human forces and war equipment to Syria. In other words, the atrocious regime of Bashar Assad is maintained by the Islamic regime of Iran through the operations of paramilitary Iranian guards. This is a part and parcel of the Iranian regime’s global anti-human policy to the extent that one can say that Iranian regime is more dangerous that atomic bomb. This is a warning to the international community.

The 1925 Geneva Protocol on prohibition of the use of chemical weapons in war was adopted following the production and the use of chemical weapons by Germany during the World War I. It is unfortunate that after almost a century, this protocol has not yet been implemented. During 1961-1971, the us army used thousands of tons of orange chemical materials in Vietnam. The impact was so horrible that some babies are still born with deformation. The former government of Iran used chemical weapons in Iran during 1984 to 1988. It led to the death of more than 100,000 Iranians and also in one area alone, "Halabcheh" in Kurdistan, they took the lives of 5000 of their own people following the use chemical weapons. And today, we witness the use of chemical weapons by the Syrian regime.

The 1925 Geneva Protocol was supplanted by 1997 Chemical Weapons Convention. Both the instruments have not been implemented widely. The reason behind their adoption is saving millions of people against the massive harms and destruction of these weapons. There is a relevant question here: what about other weapons of mass destruction? The world is being threatened today by nuclear weapons, cluster bombs, sound bombs, and smart robotic weapons that can massacre great numbers of people in the shortest period of time. Therefore, the time has come now to call upon the United Nations to prepare dozens of convention and projects against weapons of mass destruction and make genuine efforts for their implementation in the future.
